Yarn Express: South Korea launches anti-dumping investigation on oriented polyester yarn from China

On 24 February 2023, the KTC issued Notice No. 2023-3 to initiate an anti-dumping investigation against oriented polyester yarn (PolyesterFilamentPartiallyOrientedYarn, POY, or pre-oriented yarn) originating from China and Malaysia, in response to an application submitted by the Korea Chemical Fiber Association on 27 December 2022. The investigation period is 20 years.

The dumping investigation period is from July 1, 2021 to June 30, 2022 (12 months) and the injury investigation period is from January 1, 2018 to December 31, 2022 (5 years). The Korean tariff number of the product in question is 5402.46.9000.

The Chinese companies involved in the case include China XinfengmingGroupHuzhouZhongshiTechnolgyCo.,Ltd. and its affiliates, ZhejiangHengyiPetrochemicalsCo.,Ltd. and its affiliates, TongkunGroupCo. Ltd. and its affiliates. The preliminary ruling on the anti-dumping investigation will be made within the next three months, except for a further two-month extension.
